The game is set in 18th-century North America during the Seven Years' War and follows the story of Shay Patrick Cormac, an Assassin who is betrayed by his brothers and turns to the Templar Order.

In Assassin's Creed Rogue, players take control of Shay Patrick Cormac, an Assassin-turned-Templar. Players explore the game world through naval navigation, traversing the North Atlantic Ocean to the North American coast. Throughout the game, players complete missions and side-quests to progress the story. Players can upgrade Shay's ship, the Morrigan, as they progress and use it to hunt other ships. Combat is based on the naval combat system in Assassin's Creed IV: Black Flag, with players using cannons, swivel guns, and mortars to defeat enemies.

Assassin's Creed Rogue also introduces a new type of enemy, the Templar Hunter. These enemies are enhanced versions of the regular enemies and pose a greater challenge. The game also features an innovative new weather system, where players must take into account weather conditions in order to succeed in missions.
